There has not been a thorough investigation yet. And the GOP does not want this to get too close to the election.

There is no Constitutional requirement for a vote before an impeachment inquiry. It isn't even a House rule. Even if they did have a vote, Trump would just move the goal posts again and come up with another reason to not cooperate.

She knows that it will fail in the Senate, which will help Trump win the election. So she wants to keep the cloud of suspicion over him for the next year.

She wants enough evidence of wrong-doing to be aired out so that it would be very hard for even his GOP whores to want to support him. The GOP members of Congress want to win in the Senate and the more likely Trump is exposed as a criminal, the harder it will be for them to support him any longer.

They are still having the inquiry. The vote will be after the inquiry is finished. The GOP wants to limit damage to Trump and don't want to actually hear any evidence against him.

She's not delaying the vote. There was no date for the formal vote. She's still conducting the inquiry to gather facts necessary to file Articles of Impeachment. Some Democrats are angry because they feel the existing evidence is already enough to justify impeachment, and they're right! But it never hurts to be thorough.

Every day that goes by, Trump's public support drops and support for impeachment rises.
Democrats are waiting for that number to hit a high water mark, and Republicans really really don't want it to.
