Why wasn't a missile defense system set up in Guantanamo Bay before the Cuban Revolution?

Why wasn't there more emphasis on the air force rather than the Navy in Guantanamo Bay? More generally, why wasn't the U.S more defensive than offensive during and preceding the Vietnam war?

    A missile defense system installed in Cuba would only serve to defend Cuba.

    I really have no idea what point you're driving at here. Prior to Castro coming to power Cuba was much like Jamaica. A place Americans went on vacation and not much else.

    I don't believe there was any such thing as a missile defense system before the Cuban Revolution.
