people is plural in itself, so 'they' is the correct pronoun even without the word many

It means people which itself is modified by many.

it refers to people. It just so happens, in this case, that there were many of them, but the number is not what matters here, only the thing (the people). The people were listening. There were many people.

People is the subject 'they'. Many is a modifier of the subject.
