Go to the Bookmark Manager from the old PC and export your favorites in an HTML file and email it to yourself or put the file on a flash drive. Download the HTML file onto the new PC and import it to the Edge Bookmark Manager.

Export to File, back up file, import to new PC.

Or use a real browser that does all that automatically, like Chrome.
