That depend son the reason. In an emergency, no notice. Non emergency, 24 hour notice.

I have never seen a legal requirement for notice to turn off utilities for repairs.

I tried looking but couldn't find anything.

notice requirements are for when the LL needs to enter your home.

That likely depends on the reason. Routine water repairs can allow landlords/management to provide appropriate notice (24 hours). Emergency repairs don't really have that luxury. If there's been a water main break in a line that services the entire building, guess what? The water needs to get shut off, notice or not. Otherwise the repair can't be made. The alternative is a flooded building.

They should give 24 hr notice. They do not have to give any notice if it is for an emergency repair.

You must have at least 24 hours advance notice if the water is going to be shut off.
