Can you think of current examples where legislation that is popular with most Americans is held up in the Senate, especially by senators from smaller states?

Since the current Congress convened in January 2019, the Democrats in the House have passed tons of legislation on keeping foreign meddlers out of our elections, on gun control, and on many other popular subjects. All of those bills are being held hostage in the Senate by "Moscow Mitch" McConnell, who refuses to even allow Senators to vote. He's from Kentucky, which is a medium-sized state, but he's supported by Republicans from many small states. And Kentucky is a particularly corrupt state, thanks to its Republican governor, and Moscow Mitch, and Moscow Mitch's wife Elaine Chao, a member of Trump's cabinet.
