Have you checked out chalk paint? Annie Sloan's is one brand. It's a beautiful finish that will go over literally anything without priming. It doesn't have chalk in it - that's just what it's called. You can give it a coat of wax after painting, or use a finish coat of poly.

Yes. I have done it several times. You first need to clean them to remove any dirt or grease. Then a light sanding (220 grit paper) and finally a coat of the correct primer to match the type of paint you are going to use. Check with the paint store about the correct primer.

Successfully? Maybe. Depends on how they were stained. Do you feel Lucky?

With Kilz or Zinnser primer used first.

Probably. Sand it to rough up the surface and use a good primer and two or three coats of paint.

You can paint over anything - there are different procedures and wide selection of widely different products for any purpose under the sun. Of course it takes skills and knowledge to not screw up.
