    Adverbs of frequency, such as usually, sometimes, always, seldom and never go between the first auxiliary and the rest of the verb or before the main verb.

    He usually eats lunch with John.

    Who usually eats lunch with John?

    She is usually exercising at 6:00.

    When is she usually exercising?

      Why can't we say: "Who DOES present the evening news in your country?"

    2 is correct.

    does and present are both verbs; so one or the other is redundant. And, yes, you could have also written 1A Who usually does the evening news...? without the present.
