What are some of the low-cost universities in Canada for international students?

Tuition cost is only a fraction of total costs. You must prove you have sufficient funds for all school + living expenses + return transportation to your country of citizenship. Personal costs can vary widely, but if, say, you come from a warm climate country, you are going to need a complete winter wardrobe, and just getting enough basics can easily run you CAD5000. You will need things for your dorm room, and cannot bring so much from home (one of the reasons foreign students have higher expenses than citizen-students).

Expect to prove you have at least CAD40,000/yr wherever you go to school in Canada to apply for your student visa. If tuition is a $1000-2000 or so cheaper one place than another, it really won't make much difference in the total.

"Low-cost universities" and "international students" don't mix well. Community college would be your best choice.
