USA follows the 200 mile limit from the coast as a economic zone. (eg. Fishing rights) If there is another country within 200 miles, the boarder is usually halfway unless the countries have negotiated a different boundary in a treaty. But there isn't another country within 200 miles of Hawaii.

"International water islands", in regards to Hawaii which is a state of the United States, has no meaning.
As Mr. Door puts it..... "No."

There aren't any, if that's what you're asking.
If it's a Hawaiian island, then it is part of Hawaii, and part of the United States, whether it is inhabited or not.
