Is it strange to tousle children’s hair?

Like young children. Even strangers in public, to show appreciation for a child?

Now it is.  I think it was common about 50  or 100 years ago.

They aren't actually dogs, you see.

Depends on the location. In countries in South America, it's considered harmless to pat a child on the head. However, if you pat a strange child on the head in most European countries, it's not seen as appropriate.

Not unless you know them. I guess a handshake or high five could suffice.

It would be to strangers but not particularly for your own kids.

Probably keep your hands to yourself. It's like someone patting your hair out of nowhere would you like that.
