Is it a crime for a president to pay hush money to women he had sex with?

Paying the hush money secretly while running for office was illegal. Personally, I wouldn't say this is the worst thing Trump has done, It doesn't seem to me that this is the intended purpose of the law. He was protecting himself from blackmail.
Trump is a sleazy crook who has just used his power to commit extortion. I want to see him go to prison.
What's worse than the hush money - using money that should have gone to vets or St Jude's Hospital for his campaign, and luxury items like portraits of himself.

It's a crime if he does it to win an election and engages in campaign finance fraud.
