Depends where you live and the local laws, laws vary around the world.

    • It may be necessary to obtain a local license from the city and/or county or parish to conduct business without being in violation of local laws or statutes.

In the US there are very few places where you could operate a business, out of your home or a store front, where you would not need to have a state license and either collect sales taxes or pay them yourself on each purchase.

You would need a business license in California, mainly so that sales tax could be collected. Nobody would come after you if you sold a few at a yard sale, or at your school's fundraiser sale, but in theory, a business needs a license, no matter how little you sell.
