Are these two sentences same?

I wish I had a time machine that could store the time that I lose by singing so quietly, the time that passes simply doing nothing in exam hall because I can't answer and don't submit my test paper earlier for the fear of losing self-respect.

Or,.......... because I can't answer and 'refuse' to submit my test paper....

Whether I have to put 'don't' or 'refuse'
