While the others say concentrate on the hardware and software to find infractions and offenses and victims, you must consider how the offenders think. The hardware is easy to pursue on Internet sources and in textbooks, the criminal minds are not. As well, you must be aware of what laws would be broken, how the arrests and charges are done, what constitutional limitations and foreign country laws apply. No sense charging into the "dark web" without knowing what the end result might be and how to get it to happen, legally, of course.
