That should not happen. Perhaps the NOx can go high from excess heat. The water pump only circulates water in the cooling system. If the water pump IS bad, replace it, but there are other problems. Bad valves and rings can cause high HC. Damaged exhaust or intake manifolds can affect the fuel mix. A weak spark can cause high HC. See what trouble codes come up with an OBD2 code check to eliminate 1000 guesses.

No. HC is Hydrocarbons. It's an indication that your engine is running rich/burning too much fuel.

Only tangentially, water temp is part of the comparative information the computer uses for fuel mix ratios or feed pressures on some applications. If the pump produces an inconsistent flow it could alter the temp sensor reading so can alter mix and/or timing slightly.
