In Europe there are also a lot of countries!
No, Amtrak is not the only legal rail service in the United States. It is the only rail service that carries scheduled passengers. A person can rent or own a rail car and have it pulled across the country using the real railroads.
Amtrak does not actually own any rails- it leases them and I believe most of its equipment. So it is not actually a railroad, it is a service provider.

Amtrak is the only intercity rail service in the United States

legal rail service ????
There is only one National passenger rail service.Other companies can have passenger trains if they want too.
At present, Amtrak is the only operator of regularly scheduled intercity trains in the USA. Municipalities, or regional government entities, operate commuter trains.
Just like most European countries have only one major national rail service.
AMTRAK trains are often run on tracks of other railroads.

It wouldn't be illegal for a company to build a cross country passenger railroad, but no company will because it would not be profitable.

For passengers, yes. There are others for freight.

Most Europeans cannot afford their own cars the way the Americans can. With the Americans it is a given, a commonality. The Americans are also a singular peoples across a singular nation. Europe is numerous peoples across numerous nations. A very different dynamic.

For passenger trains, yes. We also have freight trains. Amtrak (no C) is government run. We don't need two competing companies run by the same government. The United States is a country. Europe is a continent consisting of several countries.

Yes. Amtrak is the only cross-country passenger rail service in the USA. There ARE other local or regional passenger rail services, but none of the others go completely across the country.
