Home construction generally is dictated by population. If many more people are coming to that village, this 18.33% increase may be entirely justified. It's possible that it may even be not enough. The city I live in was just reaching a population of 550,000 when I moved here (1980). It's now at 1,285,711. That's an increase of 18,367 people in one year - FAR more than you could jam into only 11 houses. Never forget - world population increases by about 250,000 every day. We have to house them all somewhere.
