The best idea would be to find accommodation that's more suitable for housing a Beagle. However, I appreciate this may not be financially possible. Best I can offer other than to say NO PEE PADS, which your presumably adult dog who is now house-trained, won't use, is to look for a ground floor apartment, if it has to be an apartment, where you have access to the outside. Most adult dogs don't need to go out overnight - and as for the daytime, neither you nor your BEAGLE is going to expire if it's raining outside!
Further, as said, I'd not suggest an apartment ideal for a Beagle who may well make a load of noise, bringing close neighbours to your door.
If you are out for long hours, you'll have to find a day creche, or employ somebody to come in to take your dog out.
Balcony????????? Her urine will soon make that area STINK, even if you could find an apartment with one. And it will attract flies. I think you need to do a lot more thinking about what you plan for you and your dog.
