Why do so many phone scams seem to come from India?

Every time I get one or listen to one that's been uploaded to YouTube, it's always people in India making the calls. Why is India such a hotbed for phone scams?

A high unemployment rate, blended with an abundance of available call centers, mix in a lot of people who can speak English, and top it off with a culture that views Americans as all being so wealthy that they can afford to be scammed a little.
