Is there a number limit on immigration to the USA by category, or does anyone that applies gets evaluated!?

    There are number limits for many categories, but not all. Not everyone gets evaluated. Some applications are rejected simply because a limit has been reached.

    There are specific monthly limits on the numbers which can be issued for each type of immigration visa, e.g. F1, F2a, F2b, etc. See the monthly Visa Bulletin for details.

    There is a limit on most categories. Every application that qualifies is accepted. It gets put in line behind all others in the appropriate category.

    Yes, there's a limit by category and by country. For that very reason, it takes 24 years for the sibling of a US citizen from the Philippines to get their visa.
