Does poor spelling mean the same thing as poor grammar? If not, what are the differences?

Not really. Both are writing tools used along with good grammar and spelling.
The goal in writing varies so you need to under stand purpose behind the writing.

This is an exxample of pore spelling. This aint an example of good grammar which you can tell by the contraction and by the lack of a comma.

Grammar encompasses all levels of the written and spoken word. Spelling; punctuation; usage )word choices; subject/verb agreement); sentence structure--all are components of grammar. If my student turns in a paper with spelling errors, and more, I am going to ask that student to do a 'grammar check' before turning in any papers to be graded.

No, they are not the same thing.
Many people with poor spelling still speak perfectly correct English.
But it's less usual if a person who speaks English badly can spell well.

There can be a multitude of reasons to be weak or weaker then average in those areas. Ranging form they are not you thing to how you actually learned them and such. How far your education went may also play a role in grammar and such. The enviroment you were raised in, second or third language.

Spelling is written, but both written and spoken language have grammar.
