I wrote an explanation, but for some reason, it was not posted ... so here goes again.

.... think about division ... 10/3 = this can be shown 3 different ways.

1st --- 10/3 = 3 remainder 1 taught in about 4th grade

2nd --- 10/3 = 3 1/3 <<< just turn the remainder into a fraction .. taught at the end of 4th grade

3rd --- 10/3 = 3.333333... <<< where do these repeating 3s come from?? you know .. it is because 10 is really 10.00000000... and you can keep dividing forever ..

now you should know a little algebra

if x/2 = 5, you multiply both sides by 2 to get the answer x = 10

if x/5 = 3, multiply both sides by 5 to get ... x = 15

=== this gives a math 'rule' that you can multiply both sides by the SAME number to keep both sides equal

...... so 1/3 = 0.33333... repeating ... you probably learned this in the 3rd or 4th grade .... now apply the algebra 'rule' and multiply both sides by the same number .. 3.

3 X (1/3) = 3 X (0.333333...)

this gives 1 = 0.9999999... <<<< this proves that they are exactly the same ... answer for 1st question 1 = 0.999999... is exact, no rounding needed ... this is TRUE.
