"Born in Japan to a Haitian father and a Japanese mother, Osaka has lived in the United States since she was three years old" Wik.

I suppose she just feels she'd rather represent her native country even if she left there when very young. Many tennis players represent a country other than expected.

the story is she was told that she has better marketing opportunities by representing japan and not the usa, but in reality is american, yes she is half Japanese through her mother but she does not speak the language fluently and spent the majority of her life growing up in the US. so yes this is strange and unusual.

Place of BIRTH allows you to do that?

Because she is part Japanese and she identifies herself as Japanese, and she was born in Japan, not the USA.
