What do you mean by MCPS? What sort of credential are you talking about? MCPS refers to a large number of things, starting with Montgomery County Public Schools.
If this is for any kind of licensed occupation, expect to take licensing exams for country/province where you want to practice. Degrees from accredited universities are accepted internationally. Any other sort of certification or credential is typically only valid in the jurisdiction where you obtained it.
Also, professional requirements & standards for many occupations vary from country to country. What is acceptable in one country may be totally unacceptable in another, and you must completely re-do your degrees. E.g. India accepts mbbs, an undergraduate medical qualification, and one of the world's shortest training programs for medical doctors. For Canada, US, Australia, etc. the standard is the MD degree, a 4-year professional graduate degree which requires a minimum of bachelor's degree to apply for admission. Graduates of Indian medical schools who have passed India's medical licensing exams almost never can pass USMLE exams - the vast majority never even survive phases 1 & 2 to take the phase 3 exams.
So without knowing the exact qualification, occupation, you are talking about here, we have no idea whether it is acceptable in Canada (or anywhere else).
