Community service is being ordered by a court to work for free as part of alternative sentencing. Volunteering is doing something just because you want to for some demented reason.

"Community service" is often involuntary servitude.

    "Volunteering" is, well, voluntary.

In the broad since of the words, yes they mean the same thing. However, the phrase community service can also mean unpaid work, intended to be of social use, that an offender is required to do instead of going to prison.
