In the example of the sentence, it is whether the group in question will have an impact significant enough to change the result.
To explain the quote in more detail, as a result of Hurricane Maria, a significant number of Puerto Ricans have left the island and moved to the mainland. Because Puerto Ricans are U.S. citizens, upon establishing residency in a state they can vote. Since many of the Maria migrants have settled in Florida, the question is whether they will register in enough numbers and vote sufficiently as a block that the party that can obtain their support will win the election given how close Florida elections have been recently.
