Does my employer have to pay me if I have not completed my 35 hours periodic training for CPC before the deadline ?

    Not if payment was contingent upon successfully completing the training.

    If you worked then they have to pay you. If it’s training, you might not get paid.

    Your employer must pay you for hours worked. Once you've missed a deadline like this, their option is to not care/give you an extension or let you go. Any hours worked, in the past or in the future, must be paid though.

      If you can't drive, I doubt they'll be paying you. That may mean you're suspended/not assigned, or it could mean they fire you. It all depends on your contract and what they say they want to do.
