What if a drug smuggler has been caught in France and gave up the names and proofs of his supplier who is in an African country?

What can The France do to his supplier who is not in France and never have been. Can they do anything to him ?

You might find it helpful to look up 'Interpol'. You're welcome.

    This occurs every year, everywhere.

InterPol takes up the investigation and works with the foreign government to end the business. Take note: those foreign governments are often partners with the drug smugglers, or they would have shut them down. A great deal of income is through sales and distribution.

The U.S. CIA was in the business during the Vietnam Era, and may still be.

In the meantime, the World's Governments keep an eye on the activities of the drug dealers regarding all shipments.
