My Labtop Is A HP Dell And When Ever Its On It Doesn't Charge But If Its Fully Off It Starts to Charge I Turn It On It Stops How To Fix This?

    that indicates the battery is likely failing and cant hold a charge when the computer is drawing power, so replace the battery

    False. "My Labtop is A HP Dell" is impossible. It is either an HP or a Dell, not both.

    You might have a power brick for an HP or a Dell that is a Dell or HP, the opposite brand. My guess about charging when off but not when on is because either the power brick is not strong enough (weak amps) or there is something wrong with the power control circuit inside the "Labtop"
