Can a presidential order require that the poll observers during the 2020 election be from Russia, china and NoKo?

    No. Elections are run by county officials in most states. While they might be partisan hacks, they are not subject to direct presidential control. So the president, like any other citizen, can only make suggestions. In state's fully controlled by Republicans, however, the state legislature could adopt a new law (which would govern the duties of the county officials) mandating foreign observers from countries that hate democracy.
