What is the Difference block letters and capital letters pl give the example?

Capital letters are upper-case letters (ABC) as opposed to lower-case letters (abc).
Block letters refers to handwritten letters that are each separate, as opposed to cursive writing where all the letters in a word are connected.

Capital letters can exist in handwriting ("cursive") and often are accompanied by non-capital ("lower case") letters.
Blockletters don't exist in cursive, and almost never are accompanied by lower case.
Chiseled texts are almost always in block-letters

No difference - block capitals is simply another term for plain capital letters.

Since I can only use this computer keyboard, I can not type block letters.
