Couldn't they have moved Arturo to the Antarctic from Argentina?

I don't get it. It's only a few hours away and the sea lions population has become uncontrollably larger to the point of putting at risk the penguin population. A sea lion would have made perfect polar bear breakfast.

    +the climate would have been the same as that in the arctic.
