You might check Lani Watson's "Educating for Inquisitiveness: A Case against Exemplarism for Intellectual Character Education," Journal of Moral Education, v. 48, issue 3, 2019, for what does a question mean.

Heidegger's "What Is Called Thinking?" for framing what is a question.

Wittgenstein's "Philosophical Investigations" for what is "right questioning." To that latter point, sincerity and willingness to consider other mind(s)' answers are helpful.

There is one question you should ask yourself that is more fundamental than all other questions. All questions would be misleading without first exploring this fundamental question...

The question is ... Who am I?
