Should a human being be able to retract their neck like a turtle?

My brother has always been able to do this weird thing where his neck sinks down between his shoulders and his head just sort of sits in between his shoulders as if he doesn't even have a neck at all. I am pretty sure this defies all laws of known anatomy and shouldn't be possible, yet apparently it is. So what I want to know is, can anyone else use this turtle ability? Like how is this happening without his spine collapsing or something. Someone explain how this might work.

    He doesn't retract his neck; he raises his shoulders.
