According to feminism, he would be mansplaining to the 5 women and explaining to the 5 men.

If he's on the rag, yes, you can determine the difference.

How would you get someone having difficulty understanding something to understand it? I would use the fewest and easiest to understand words possible. Try explaining equal rights to a feminist, or The US Constitution to a Socialist.

It depends--does he actually know what he's talking about (mansplaining requires the man NOT know WTF he's talking about). Are the women experts and he not an expert but he's talking over them? If none of these apply -- no.

The department head would be peopleplaining. But I hope he checks they’re happy with those genders in any case. She might be a boy named Sue.

unless he explains it to gender-separated groups and uses simpler words and speaks slower to the women than to the men

Maybe. It's impossible to tell. If the new department head is explaining the painfully obvious as if imparting great pearls of wisdom, then yes.

You can’t mansplain to a man though...

As long as he uses Libreoffice Impress for the presentation, then he is a good manager.
