Your picture is the Worst example. A 1974 Audi 100LS, that was made in So. America ! Not the DDR. And, a piece of ****. Transmission, electrical, valve guide problems from day one. I called it " The Boy from Brazil".
And; VW exports a Lot, and, Very Recently.. Hauled into Fed court over their Diesel models, which did not pass US smog. All over the news.

The COUNTRY of Germany has NEVER exported used cars. Individual dealers and private citizens can still ship used cars overseas, but if you want to import and drive a foreign built car in the United States, it will have to be modified/upgraded to meet American safety and emissions standards. That could cost THOUSANDS of dollars and could take years to complete.
Since Germany (as the country) never exported used cars - it was always private companies who did that - I would assume that these people now find it more lucrative to export these cars over land to Eastern Europe and Asia. See also https://www.imdb.com/title/tt6068902/ (not entirely seriously)
