If you need a comic book artist to redraw a page, do they still get paid [the same] for their first draft?

Depends on the contract, but they usually get paid for the finished page and gets an additional fee to redo the page.

Depends on the agreement you made at the beginning of the project.

    That depends on the contract.

Usually the artist will offer a free standard number of changes to an initial rough sketch, but if you've approved a sketch/composition and the artist completes the page, and you then change your mind, then usually you will have to pay for a re-draw. But again, look at your contract.
