    No, it might increase tax revenue, but in reality the medallion racket is a all about controlling the availability of a service to increase prices, and make money for the people managing the availability of that service.

    If he government needs to provide some kind of related protection to the public then a tax might be appropriate. But so often the government ends up establishing a big agency that ends up costing more than that department generates, causing other taxes to need to be proposed, created and the endless spiral is fueled.
