A fool should still be creamy, not stiff, a mousse is set.

A mousse is lighter and has whipped egg whites in it.

A fool can be made by mixing sweetened whipped cream with lemon curd / zest.

The fool is more likely to have cool whip and be served with cookies. Mousse originally has egg whites. This got changed to whipped cream by Americans who don't like to eat raw eggs, then to Cool whip by people too lazy to whip cream.
