2. What does the word "terror" mean in this case? Terror means people?

    We all have our measures means "we don't have any data to back up our absurd claim".

    It's like saying "everybody knows..."

    The first phrases means each individual's reaction is personal or unique to her/him and the second (terror) means efforts to terrorize or frighten the populace.

    The sentence is trying to convey that each person has become desensitized (made less sensitive) to acts of violence.

    "We all have our measures." meaning each person judges for themselves to how insensitive other people are about those who commit acts of terror.

    "Terror" means extreme scaredness - so "I am terrified" means I am very afraid

    It is the same root as "terrorism" which means using fear [of death or destruction] as a political tool.
