Carpets are permanent installations, attached to the floor and lay wall to wall. Rugs are portable, temporary, not attached to the floor or walls and can be easily removed. All rugs and carpets are made on a machine called a loom. Looms are very old inventions, going back 100s of years. Those old processes required hand labor and are very labor intensive. Thus hand made rugs are valuable and prized.

The words are used interchangeably today but they used to mean different things. A carpet is a specially made rug that covers the whole floor of a room. Before there was permanent wall-to-wall carpet, the carpet could be rolled up and taken out to be cleaned once in a while.

A rug is for an area. A rug in front of your chair. In front of the fireplace. Under the coffee table and couch. Rugs usually aren't custom-made for the room.

They are the same thing. The differences between any particular ones will will be the design, the size, the yarn and the number of knots per inch. In the 1001 Nights, as translated by Richard Burton, Prince Hussein flies on a Magic Carpet rather than a rug.

Traditionally carpets were wall hangings (derived from the same word for tapestry) and as they were not intended to be walked on were of finer quality compared to rugs which were used on the floor. As they were imported and used on the floor by Europeans the distiction was lost.
