    In this case and in the absence of some legal designation of a guardian a relative would have to step forward to offer to take the kids (otherwise they'd end up in foster care).

    Your question makes no sense. "Who is next of kin are minor children" (I have no way of knowing if there are minor children) "with adult siblings" (what?)

    You'll never figure out the legal answer. Ask an attorney.

    In many places, the next of kin is the oldest child. It doesn't matter if they are minors or not, they are still the next of kin.
