I think the technology will change, but yes there will still be phones based on the premises.
For instance, a pizza place needs a landline to take orders. Yeah, I guess you could take an order with a cell phone, but what if the cell phone is off the premises?
And some people like having landlines, so young children can pick up the phone and call 911 and first responders will know where to go even if the young children can't.
But as far as every home having a twisted pair of wires and utilizing that technology for a phone, that will likely pass. More likely landlines will be VOIP through the cable box, fiber, or even using cellular technology with an E911 system built in.
