Do negative charges in this picture represent free electrons from atoms or do they represent negative ions?

Do negative charges in this picture represent free electrons from atoms or do they represent negative ions?

Or do these electrons just represent electrons of atoms with orbitals?

    they represent ELECTRONS. The sketch is a variation of the "plum pudding" atomic model from JJ Thompson's work in the 1800's. That model was developed BEFORE "orbitals"

    Whatever ....

    However you slice it, it's pretty much nonsense. Since the (+)s and the (-)s are equal in number the circle and its contents are neutral.
