Ethernet light flashing after computer shutdown.?

Im guessing that means my computer is downloading/uploading something.. Is this normal? Is it malware or something? What could be causing this?

    No, it's not downloading. Some desktops will maintain a bit of power to the Ethernet interface to support features like "Wake on LAN". You might be seeing periodic polling from your router.

    No, your computer is not downloading anything. When you turn off the computer it is not 100 percent off.

    There is still power to the Motherboard. The Ethernet light will flash as it is maintaining sync with your router.
