Neither indicates that the two ideas are linked together in someway. It's kind of a negative conjunction. If you use neither, then make sure your sentence does not have any other negatives preceding in it. So here in this case neither is used to express a thing(Idea), that none of the girls will be allowed to the party

So the first one Neither of the girls is allowed to go to party is correct.

neither is. neither and either are sort of like each, which means that they deal with an individual item rather than multiple items.

"None of the girls are allowed to go to the party". "None of the girls" corresponds the pronoun "they", therefore it becomes "they are".

Neither is one of two, but in the sentence 'one' is understood.

Neither (one) of the girls - so 'is' can be the only suitable verb form.

That measn the first version is correct.

Number two is more grammatically correct.

When using words that are plural like "girls", you use "are", because "are" describes more than one thing, place or person as doing something or being something.

    "Is" is singular, not plural.
