Criminal law, what is date of proceedings?

Would this be date of arrest? Date paperwork was sent out stating 1st court date or the 1st court appearance?

    The proceedings in a CRIMINAL LAW CASE in my State begin the date person is indicted. If it's a lessor charge, it's the date the person is ticketed/arrested.

    The date of the actual proceedings is ON THE NOTICE THAT IS SENT OUT.

    I don't understand the question.
