Nostradamus would be the one to ask, Better USGS. Where I live, we had the second coldest,wettest July on record.
If that is an indicator, this is going to be one coldass winter with snow as deep as I have seen.
Certainly the mildest summer in 7 years.
Consider, I am about the same north latitude as London.
Down in the southwest, the trend was much hot summer cold winter, or mild summer, mild winter.

NASA/JPL satellite show more polar ice than a year ago, so that north air is likely to be cooler winter for you than last year. Snowfall is simply precipitation.
