In dear old Blighty farmers are allowed to travel on main roads but, only for a limited distance unless, they are tax/insured for road use. ;-)

    It's OK on farm-to-market roads,but not on I-40.

Not enough information. It > may < be legal for him to drive a tractor on a public road/highway for a short distance when moving from one part of his property to another and that is the law in my state (Louisiana). He can call the State Police or the county Sheriff's Office for clarification.

If he's your EX-boyfriend, why do you care?

No, it's not legal. All vehicles must be street legal, that bans F1 racers, and tractors.
